Loan Manager rejecting loan offers (unless multiple offers come through)

Assuming all transfer responsibilities are with you AND the players are not on the developmental list?

 

Same, i am having offers automatically rejected and i am the one responsible for everything.
It also doesnt say why or who is rejecting the offer. Its happened to me twice just now for two different players and they are both initial loan offers with option to buy
