I've had quite a few times when a player with regular starter agreed playing time becomes unhappy with their playing time even though it says their actual playing time has also been a regular starter.
For regular starters I rotate them every game with another player in their position that is around the same level and the same expected playing time.
As you can see in the image below, my player isn't happy with his playing time even though I matched his agreed playing time.
