Looking into your save file you seem to have a heavily edited save file.

This would seem to be the cause, I noticed the rules for the Euro qualifiers have changed in your save, so I'm guessing that is the reason.

not because of the bugs? if not heavily change the rules, then no problem at all?

i just changed subtitute and host rules for EURO.
