Creating a Knockout Competition for a League

In the Saudi League 3rd Division, there are 32 teams that qualify from a host of regional provinces. They play it all out until the final four who are promoted and they continue onto the final where the winner receives the biggest prize, of course.

Is there any way to structure this without having to create a playoff? Because in the playoffs it goes like this:

- Promotion: I can make 4 teams get promoted but I cannot hand out prize money to the winner or decide who the champion is

- Championship: I can only have one promoted team
