Signing young players at the start for tribunal fees

1st post on here and i can't seem to find this topic.

Since the last few updates you can no longer sign players such as the Norwegian starlets, Panos Amerankas ect as they have already signed with their clubs. Anyone know if there is a start point from a country where this is not the case?

Same for everyone I think since latest patch as it was far too easy and abuseable
