No, since FM14 the option of choosing the TM supply is gone. Nevertheless you can still control it - use wingers/attacking full backs/wing backs and more direct passing to have high balls delivered to him. 'To feet' delivery can be achieved by playing short passing game. If you want him to receive the balls to run onto then you do not want him to be a TM .
