Do staff with lower Judging Player Ability only ever underestimate players?

When I look at player reports I find that, unfailingly, the player will be highest rated by the staff with the highest talent judging abilities. I never see an inflated rating by staff with lower judging ability, though it surely just as likely to happen IRL.

The same seems to be true of physios estimating the length of absence through injury. The worse the physio, the less time out injured will be estimated.
