Get lower division top playoff teams if inactive

Does anyone know how this option is working? I have a problem with the playoff in the Regionalliga Bayern (Germany, 4th division). The playoff is played in KO-mode with 2 teams from Regionalliga Bayern and one team from Bayernliga North and one from Bayernliga South (each 5th division).

I think, if the 5th division is inactive, I have to use the option "Get lower division top playoff teams if inactive". But it isn't working.

The Playoff in Bayern works fine, but only if the Oberliga is a active league. If somebody can say me, what's to do, it would be nice.

Edit: I forgot to say: The Playoff is stage 0 in the Regionalliga (Parent competition of Regionalliga Bayern).

Does nobody know, how the rule works?

why dont you just leave oberliga active?

I see we both a trying to figure out how the playoff is working.

Right now all works in my database, but not the playoffs.

I want to have all the 2nd placed teams in Oberliga to play in the playoffs with fx 15th 16th team in Regionalliga Bayern and so on...

Now it is on Danish, but when I click on "Opryknings****spil" (Promotionplayoff) then the "Antallet af hold, der kvalificerer sig til h?jere divisionsplayoff" (Number of teams, that qualify to higher divisionsplayoff) disappears!
