English pre-season starts just three weeks before first league game - is this normal?

I have finished my first season in the game. I am playing three leagues: England, Spain and Turkey. The pre-season training started on the last Monday of June in Turkey and on the first Monday of July in Spain. Yet in England, where the league season starts a good two weeks or so before Spain, the pre-season training started on the third Monday of July, which leaves me only three weeks before the first league game against Arsenal. In the previous games English pre-season started much earlier. I assume it's the same for everyone else. Is this normal?
