Getting the 'report' and 'bans' panes to appear on a player's screen on windowed

Hi,

I noticed recently that when the game is played on fullscreen (or when the game is played on windowed but you drag the window slightly so it doesn't fill the entire screen) there are two other panes on the player screen, namely 'report' and 'bans'. They're pretty handy to have so I was wondering if there's some way I can make them appear when playing the game in windowed mode with the window maximised?
