Youth recruitment

In theory I understand the difference between youth recruitment and youth facilities, do the two improve simultaneously? I have a rating of above average for recruitment and average for facilities. If they are separate, is there anything you can do to improve your youth recruitment level? Thanks

When you go to make a request from your board under facilities is your youth facilities, under networking is your youth recruitment. Youth recruitment is limited by the club status/reputation however. So unless you progress the club in some way it won't be available.
