Wage/Transfer Budget Allocation

Im Liverpool in janurary 2010 and have £4,000,000 budget and £1,100,000 wage budget spending £1,092,000. When i put the slider to the second second most wages, there is no wage change but the tansfer budget changes to £400,000. Then when i put it so the slider is at the wage max it goes up to 1,200,000. I want to increase my wages budget but want obviously dont only want the 400grand transfer budget! it sounds a bit complicated but its hard to describe sorry!
