Scouts ability

I've been testing the ability of my scouts to find some decent players as I tend to sign youngsters instead of already established players as I am waiting for the patch to come out before i begin my new career.

To do this i downloaded FMRTE in order to find an example player. The player I found was at Newcastle and young (16 or 17 I think) with bags of PA (mid 170s in m game) and a low CA (80s).

I scouted the player, then changed my scout to be 20 JPA (from 13) and scouted this player. I recieved the report and then changed my scout to be 'Legend' as FMRTE defines it which looks like it makes him the best player/person the game allows then scouted him again.

Every time the scout report was identical.

What is the point in having stats for scouts if they give the same reports regardless of the stats they have?
