Past captain Guillermo Ochoa does not wish to be in contention for the captaincy

I've just taken over the Mexican NT and want to put Ochoa as my captain. However because he was dropped as the captain before, I cannot pick him even though he has the best attributes for the job.

Under the national team "Landmarks" it states that he "resigned as captain", as opposed to being "removed as captain" which is what is stated under my own club landmarks. So I take it that it was his own decision to quit the captaincy? I'd like the option to persuade him to change his mind.
