Inability to loan players

I'm currently playing as Reading ans Southampton and it is nigh on impossible to get good quality players who are listed for loan. For example, Wolves were willing to let me (Reading) loan Sam Vokes but he has no intention of joining despite only one appearance so far this season.

In real life he's joined Leeds in League One until January.

Surely younger players will develop better by playing regular football....

My other gripe is with shortlists, previously if you had a player on your shortlist you would be notified of any other bids, well it doesn't seem to anymore. Having tracked a player throughout the entire summer my no1 target) I am then in a suitable position to make the offer but he's already moved somewhere else. Fantastic.
