In FM09 and before wasn't it just random, because even if you had a ton of cash it wouldn't move. So now is it, the same, based on revenue/balance or is it Chairman attributes? Like can I change the chairman attributes to make the stadium move more likely? As its a complete pain that I have a huge balance and they won't move or that I can't request a move.
