For example i've tried numerous amounts of times to sign De Rossi (Im Man utd) usually the bids i've made for him were around the £50 million mark, and i've had a transfer budget of £70 million. So why when im just about to complete the deal the board asks me to delay the deal due to me not having enough funds?
