For example if I had a budget of £3 million in my transfer budget in my 2008/09 season would I get in my 2009/2010 season the £3 millin AND the £10 millin my board are going to give me? It is just how much the board are allowing you to spend on transfers from your bank balance. I mean you don't lose out on money by not spending it.
