"can't find enough teams to be created"

I'm attempting to replace a club in the 1ª Divisão da Associação de Futebol de Lisboa (6th tier of Portugal) within a Portugal expansion database. When I test the rules on the expansion database, it runs fine. However, when I swap a club in the either Serie of the 1ª Divisão da Associação de Futebol de Lisboa, I receive the above error message. It's a straight swap, replacing one club with another to keep the number of clubs the same. Any idea what causes this error message? The division mentioned in the error message is an unrelated division, and when I go to Stage 0 in the Advanced Rules there are 32 teams listed in the group.
