Edited wage budget not working

Hi everyone. I am stuck with an absolute head scratcher.

i have edited every other aspect of Matlock town, league,balance, transfer budget, stadium and reputation etc with no difficulty. However I cannot make the wage budget any larger than what is basically already being paid to the players upon start of the game.

i have tried copying and pasting budgets from other clubs, having the wage budget low and high, increasing balance and transfer budget more. Nothing works.

any help on something I’m missing would be much appreciated.
