activation problems

i have problems actication my fm, it was aciticated at steam, but when i try to start the game, softanchor askes for the code again, i typed the same code. iw says the program could not acces the internet.

then i looked into this folder

C:\Documents and Settings\All Users\Application Data\Sports Interactive\Football Manager 2009

and it says: SI Activator: Activating license failed with code: -10

what should i do then ?
