MLS editing help

MLS editing seems not to be working... i increased DPI number to 10 every year since FM16, always working the same method, but not this time.

Right now i even changed all the match rules in USA (Rules 0 to 18) to change the DPI but still nothing change! what does this mean? we can't change USA rules anymore, all hardcoded? can anyone confirm this?

anyone has success editing MLS?

only debug mode has override rules in code right?

I would change both to look like my screenshot above.

oh no, they already look like that, both "Flexible Format Rules"... it didnt work.

i tried changing the modes too, but still nothing happened. 

ive been doing this for years man, what the hell FM19... if i cant make this work im gonna return the game and ask for refund....

by the way, other rules i usually changed in previous FMs, like Russia (increase no of foreign players in starting 11 from 6 to 10) or Belgium (decrease homegrown from 6 to 2) all worked like usual, i dont have to change the modes at all, just edited the rules like always. but somehow only MLS wouldnt work at all.....
