Getting B Teams in Championship Playoffs when Senior Team is in League Above

Is it possible to have B teams enter the championship playoffs if the senior team is in the league above?

There is no promotion between the two levels, so the B team should be allowed to win the second level. I have changed everything I can find but, no matter what I do, the B teams are always skipped in the championship playoffs.

Is it hard coded into the game to prevent them from entering championship playoffs, or is there a way to override this?
