Editing Nation so can produce high quality regen player?

what I need to edit so x nation can produce high quality 4-5 star regen player like player from brazil, portugal, spain, etc?

or if you can't understand my question here the short version, I want change x nation to similar like brazil, spain, etc so that (x nation) can produce 5* regen player like in brazil or spain

or are of those regen player already stored in database so we can't edit this regen?

In the FM Editor, go to Nations, then the country you want to change, then click information, change game importance and youth rating.
