I Try to modify the international rules. How: the qualify for the continental cup (example European championship) became the first groups phase of continental cup. The national team who pass the group phase are qualified for the final phase of continental cup and for the final first groups phase of the world cup. With the dates I started from 2002 I start from 1 September 2000: Raffles for the groups of continental cup European cup: 56 teams, 8 groups, 7 teams for groups (tot 12 match) COMEMBOL South American: 12 teams (the 10 South American teams + Mexico + Montserrat), 2 groups, 6 teams for groups (tot 12 match) Africa cup: 56 teams, 8 groups, 7 team for groups (tot 12 match) CONCACAF Gold Cup North America: 40 Teams (excludes Mexico and Montserrat), 8 groups, 5 teams for groups (tot 8 match) Asian cup: 42 Teams 6 groups, 7 teams for groups (tot 12 match) Oceanian cup: 15 Teams, 3 groups, 5 teams for groups (tot 8 match) 2 October 2000 – 25 august 2017: Continental cups STAGE 0 groups matches (the dates are the same for the 6 continental cup) Dates: 1) 2 October 2000 2) 6 October 2000 3) 11 December 2000 4) 15 December 2000 5) 5 February 2001 6) 9 February 2001 7) 2 April 2001 8) 6 April 2001 9) 11 June 2001 10) 15 June 2001 11) 20 August 2001 12) 24 August 2001 Who is qualify: Europe: - 16 teams are qualified (the 1st and the 2nd of each group) for the European cup STAGE 1 final phase, - 20 teams are qualified for the World cup STAGE 0 (the 1st, the 2nd and the 4 best 3rd). South America: - 8 teams are qualified (the 1st,2nd , 3rd and the 4th of each group) for the South American STAGE 1 cup final phase, - 10 teams are qualified for the World cup STAGE 0 (the 1st, 2nd, 3rd ,4th and the 5th). Africa: - 16 teams are qualified (the 1st and the 2nd of each group) for the European cup STAGE 1 final phase, - 8 teams are qualified for the World cup STAGE 0 (The teams who reach the quarter-finals). North America: - 16 teams are qualified (the 1st and the 2nd ) for the CONCACAF Gold Cup STAGE 1 final phase, - 4 teams are qualified for the World cup STAGE 0 (the teams who enter in the semi-finals). Asia: - 16 teams are qualified (the 1st,2nd the 4 best 3rd of each group) for the Asia Cup STAGE 1 final phase, - 4 teams are qualified for the World cup STAGE 0 (the teams who enter in the semi-finals). Oceania: - 8 teams are qualified (the 1st,2nd the 2 best 3rd of each group) for the Oceania Cup STAGE 1 final phase, - 2 teams are qualified for the World cup STAGE 0 (the teams who enter in the final). The dates for the final are the same for all Contintental cup: 01 October 2001: eighths of finals (except the South American and Oceania because it start for the quarter-final) (hosting stadium) 6 October 2001: quarter-finals (hosting stadium) 15 December 2001: Semi-finals (hosting stadium) 31 December 2001: Finals (hosting stadium) World CUP 06 January 2002: Raffles for the groups of World Cup STAGE 0 (48 teams) 20 teams form the European cup group phase (the 1st, the 2nd and the 4 best 3rd). 10 teams from the South American cup group phase (the 1st, 2nd, 3rd ,4th and the 5th). 8 teams from African cup quarter-finals phase (The teams who reach the quarter-finals). 4 teams from North American golden cup semi-finals (The teams who reach the semi-finals). 4 teams from Asian cup semi-finals (The teams who reach the semi-finals). 2 teams from Oceanian cup final (The teams who reach the final). I would like that the host nation will subtract for the France in qualify but in the Europe the teams qualify will be 19 instead of 20. 8 June 2002 – 25 June 2002: World Cup STAGE 0 groups matches (4 match every day) . 32 Teams are qualify for the World cup STAGE 1 (1st and the 2nd of each group) 27 June 2002 – 14 July 2002: World cup STAGE 1: 27 June 2002 – 30 June 2002: Sixteenths-finals 4 match for a day 3 and 4 July 2002: eighths of finals 4 match for a day 7 and 8 July 2002: quarter-finals 2 match for a day 11 July 2002 Semi finals 14 July 2002: Final for the 3rd position and Final. My questions are: How I have to select the qualify teams from stage 0 to stage1? How can I select the best 4 3rd ? How I can select the tams for the World cup stage 0? How I can sett a raffles for host the world cup? I build the structure but I find some errors: 1) No teams qualify for World cup stage 0 2) No teams qualify for African cup stage 1 Someone can help me?
