[How to make a team qualify for a secondary continental competition]

I have created two club continental cups. A Champions League and a Challenge League. They work just fine separately.

What I want to do is have the 3rd place group finishers in the Champions League drop down to the Challenge League (like  Champions and Europa Leagues in real life). However, I can't seem to figure out how to get it to work in the advanced editor. My Challenge League just doesn't see the qualified teams. I'm sure that I am missing something simple.

I let my game run unaided for ten years and it seems as if the issue with my APL teams losing to inferior teams resolves itself by the third year. It's not a huge issue, but any ideas as to why this happens would be appreciated. Thanks in advance.

I created new USA rules with new teams, competitions, cups etc.

Everything seems to run OK, but for some reason, the teams in my top domestic league (American Premier League) almost always lose to inferior competition in the Cups. Like 90%+ percent of the time.

I checked the reputations of the teams and the competitions and nothing seems amiss.

Anyone else experience this or might know what the cause might be? Am I missing something obvious?
