[Help with age restrictions in Germany]

Hi, I'm a relatively new editor (never used the Advanced Editing Rules before) so I am a little unsure what to do. I want to remove the restriction on players under 17 on January 1st of the start of the year from playing in Germany. Where am I supposed to do that without messing everything up?

 

One main reason is to have Gio Reyna and other young players playing from the start of the 2019/20 season, especially since the DFL has been making changes in RL now to let younger players play. Can anyone help me? Please?
