That's an option you have to turn on in the staff responsibilities to have happen, it's not on normally. You can go into the responsibilities to turn it off so it doesn't happen.

SI needs to do something about first team players automatically being selected for the u19 "to increase their match fitness" already. Highly ****ing annoying to lose out on squad members on game days because they already played for the u19 team that day.

This doesn't last in my experience. You may have a short period of seeing a tonne of them but the amount normalises over a longer period. I started a save in the 3rd Spanish division (also with Depor like the guy above you) and at least the first 5 or 6 games I saw a pen every game. First half of that 1st season I probably saw close to 10 pens being given. Fast forward to the start of year 3 of my save and I've only seen another 10 given in the year and a half since. I've gone very long stretches in between pens even while have tricky wingers constantly darting into the box every game for an attacking team. 

[Search option in in-game editor not working]

When trying to add nationalities or known languages to staff or players, the editor will not load any search results.

 

The editor can not find any nations. It doesn't matter if I write it partially or in full. The same happens with languages.
