No, they are at different resolutions. The monitor is at 1920x1080, and the TV is at 3840x2160.

I'm using my 4K TV as my second screen and while it was blurry on my main screen (BenQ 24" 144hz), I tried putting FM in windowed mode and dragging it to my TV, and lo and behold the game was not blurry at all there. The only difference between them that I can notice is that my main display (the one that has blurry text) is using RGB as its colour mode, and the TV is using YCbCr420.
