I have two questions that are not really related:

I would like to manage a club in Ireland, but to make it more interesting or challenging, the club shouldn't be allowed (by its own rules) to sign players with nationalities outside UK and Ireland. Just like Athletic with Basque and Chivas Guadalajara with Mexican players. How would one handle this in the editor or has it to be hardcoded? - Would it be possible to also restrict the number of "foreign" players in the team to three?

Can someone please explain in detail what all the affiliation options mean or how they work ingame? What does "help with facilities" exactly mean?

I already opened a thread in the football manager forum to ask the following:

You all probably heard of the football academy of the French FA in Clairfontaine, which generates high potential newgens in game almost every youth intake. The youth intake is up for grabs for every club, because they don't have any contract from Clairfontaine, as they are listed as a club with amateur status.

For my new save with Everton in FM19 I would like to create a IRL existing academy, that is located in Cyprus and is working together with Everton FC.

I'd like to create an academy that much like Clairefontaine is getting youth players every intake and also is not able to give the youth players any contracts, as they are amateurs, but the difference is, that Everton should have some kind of option to grab the players they feel good enough for their youth team. Is something like that possible to create with the editor or could it only be achieved by hardcoding?
