Using a custom database (https://www.fmscout.com/a-fm21-leagues-pack-by-timo.html?e=page#c61268) and on the scouting tab, it seems to think the likes of De Bruyne, Mbappe and Neymar would be interested in a move to the Ghanaian Third Division. This is the case for any downloadable database I add onto the game; had the same issue on FM20.
