This is not a bug, the league is just not playable.
We added the fourth division in France as an activate unplayable league since a lot of reserve teams play in this league, so our primary reasoning behind doing so was to support the senior teams.
We do the same for the lowest active (but unplayable) leagues in Norway and Romania.
That's fair enough. However in that case I think it could be clearer on the set up screen. If you look at the screenshot above it definitely looks like it's playable. I reloaded and exited a new game four times thinking I'd done something wrong in the set-up process.
