I've noticed this as well. Can't get past pre-season games because the game is using the formula for off-season salary cap (your 23 highest paid players). And to make matters worse, it doesn't apply the same rules to the AI teams. Extremely frustrating.
Also noticed that it keeps sending my 3rd and 4th string goalies down, but at least this is just a minor issue.
