"Bilbao" like players wont register as Homegrown in set nation

I just went and did alot of work for a idea for a save I had.

the plan was to use the "Bilbao" restricted transfer policy on a club in Italy. More specific the region of Lazio.

But after a ton of work. I now noticed that they players that get created as regens in the club wont register as homegrown in the nation. Even though the players are trained 3 years between 15 and 21 is checked.

My first idea was to change the league's rules. but I totally forgot about European competitions.

Does anyone have some tricks or know how to fix this?
