Dutch league rules specify non-EU players must meet a minimum wage (in my game it is written as "€4 200 p/w minimum wage for full-time non-EU players", with a higher amount for players over 21).
Amateur non-EU players appear to be exempt from this minimum wage, and can be signed & played in league fixtures with only a nominal wage.
This appears to be an oversight / unintentional bypass.
Steps To Reproduce:
Sign non-EU player (no second nationality) to an amateur contract for a Dutch team, they can play in all league fixtures
