In Ligue 2, it doesn't state which nations are treated as non-EU, as it does for Ligue 1 and the French National.
As far as the in-game league rules are concerned, any players from outside of the Eu will be considered non-EU (although, in reality, most of the European area, Africa, Caribbean and Oceania are considered EU - this is seen in the league above/below).
I also noticed that the French National allows for 3 non-EU players, whereas Ligue 1 and Ligue 2 both only allow 2 - I think this is similar to FM21 so is probably correct but it seems strange to me that, in the higher leagues, restrictions get tighter (most countries, this is the other way around).
Steps To Reproduce:
Copy the "Nations considered as non-EU" list from Ligue 1 and the French National to Ligue 2.
