Can you ban outbound domestic player transfers until a certain age?

One important question. Is it in anyway possible to ban domestic players from leaving the nation until they reach a certain age? Through the editor I have not been able to find a way but maybe there is a trick. Saudi Arabia currently does not allow their players to move at all. In the old days, Yugoslavia did not allow their players to move until they were 28. I want to institute a similar rule in my league.
