I found if you switch to the cursor mode, click L3 in, then they will work.

If you are under a transfer embargo it stops you even loaning players, this is allowed. Recreate: load as Reading and try to loan someone.

I have this constantly when there is a drop down to be used that it instantly closes and you can’t open it. I get it for selecting player in squad, loan status, director of football instructions. Makes the game extremely difficult to play. On PS5.
