players getting unhappy when I try to setup tutoring/PPM

Hello,

I have a problem with tutoring and PPM-learning

I have started many games with different teams (I always start with international reputation)

Each time I try to setup the necessary tutoring relations and ask players to learn PPM's, I mostly get negative answers of my players, many times resulting in unhappiness and in some cases even players who want to leave. It are mostly the young players who don't want to listen to me.

Can someone help me ?
