Irchard
If the box is ticked, then teams will have a transfer budget at the beginning of the game (well, teams that have money will have a transfer budget!). If the box is not ticked, then all teams' transfer budgets will be set to zero for the first transfer window of the game, and budgets will only appear in the second window (ie. January 2010 in Europe). The reason for this option is that all of the summer transfers are already reflected in the game, so it is slightly unrealistic for a team that spent, say, £40 million in the summer before the game came out in real life to be given those players AND another £40 million to spend in game. Obviously whether you want to use it or not is completely up to you.
