Adding New Leagues Question

I was browsing through some of the challenges and saw that a couple of people playing in Saudi Arabia?!?! I don't think the league was added to FM but how were they able to get to take over such teams? I've also seen some people playing in the County Leagues (supposedly by also adding the leagues). Could someone explain to me how this is done?

Can you add the level of leagues and then the unplayable clubs appear?

Are they actual real live clubs just without players and staff? (similar to promoted lower league clubs in FM09)?

In FM10 can i add leagues in the entire world so long as the clubs are included in the database?

You can add any league with the editor but for some you may have to create the teams and the players if you want them to be in. It would be best to go to the editors hideaway if you want to activate them. They will help you. They wil probably be real life clubs. You can add leagues for any division but you can create the clubs for them not already in the database.
