Issue with transfers

Having real issues trying to sign a player from Italy

Basically, I'm Chelsea and Inter (took the reigns after Mourinho was fired). Anyway, rebuilding Chelsea with younger players, and think Moutinho and Hamsik are a good shout to replace Deco and Ballack, and have agreed a deal for Moutinho. However, prior to Mourinho leaving he signed a co-ownership deal with Napoli for Hamsik

So, I make offers to Inter (naturally accepted) and Napoli, which is also accepted. HOWEVER, I can't offer him a contract Sad

The option to make an offer to Napoli comes back after they accept, but the options to change my offer and withdraw my offers remains...what is going on?!
