Players ratings change

Hello everyone 

I had 2 save games with the Netherlands and by the first one Promes had 4 stars rating and at the second he had only 3 stars. Both where in the beginning of the game. It was not only promes that had an other rating some other players had other potential to. Can someone tel me why this is?

The star rating is relative, not fixed, and so any number of things can cause your coaches to say someone is 3 or 4 stars, and it wouldn't actually mean that the player's potential was any different in either save. However, some players, usually younger ones, often have a variable potential, where their potential is determined at the start of each save between 2 figures (for example, a player could have a potential in the database of between 140 and 160, and so when you start a save, they could be determined to have a potential of 141, or 159, or anything else between).

Does that mean that a PA still can change when they're younger? Thought the PA was always locked when a newgen arrives

He's not talking about newgens, just young players already in game at the start.

This, newgens do always have a fixed potential.
