Trick the game into loading players from database, without also creating billions of regens

Kind of a niche question, I'm working on the 03-04 database 

and it has like 10-11k players, something like that, all the other player entries in the DB are deleted. I'm noticing that the game doesn't load in all my players unless I set "all players based in nation" for the continents. But that's kind of messy, because 5 years in the game world will be flooded with thousands of worthless regens from like Singapore and the German sixth division. Are DDT files still a thing? How much do I have to boost someone's rep (home/current/world?) to get them to appear in the game with "all players with national reputation?"
