I have a save where a specific competition did not schedule and trigger properly, this is something that is happen intermittently on random sim starts and tests. Below is a zip with the database and a Save Game. You will see the Olympics were broken down into three linked competitions, the Final Olympic Qualification did complete successfully but the Olympic Hockey Tournament was not properly scheduled.
