Set homegrown players min amount for league competitions

I would like to edit the English premier league to make it mandatory to field at least 6 English or home-grown players. I want to do this to see how the England football team would develop over the years with more English players getting the chance to play. does anybody know how to do this in the editor, I can figure it out.
