[FM19] Preventing teams in a division from buying/signing players from another division?

I know this is a weird question, but I'm trying to figure out a way to prevent players from a competition that is set as regular domestic division but functions as a U23 competition from having it's players poached. Is there anyway to do this?

I don't think it's possible to prohibit buying foreign players, but you could just deposit under squad rules that no foreigner can be nominated. So the AI won't buy one.

Except of course this dot, in the picture below, prevents this. You would only have to test it first. Outside of this transfer time you could deposit a transfer lock, third option from above. (Can only be broken in an emergency)
