FM19 - Convincing players to join you, clubs to sell

Does anyone have any tips on how to convince players/teams to leave and join your club. I normally scout players and it's kinda annoying to see how many clubs arn't interested in selling their players. Are there any dark arts for having players put in transfer requests, forcing clubs to sell etc.
 

Also is there a way to lower a clubs transfer fee demands. For example if they want 10m, is there anyway over time to get that figure down?

Unsettle the player.

Make two or three low-ball offers the club will never accept, talk to the press "I would love to make him part of the team...." at the same time, every month or so. You will see the player's reaction to that as well which gives you an idea of his interest in the transfer. If he shows an interest, make him your 'Top Target', send your Chief Scout/Director of football to scout him a couple of times, keep talking to the press and a couple more low-ball offers. Get to the amount you would like to pay.

If you get the option to ask one of your players to talk to him, an international teammate, then use it.

Eventually, if he is keen to transfer, you will unsettle the dressing room and the manager will end up selling to you for around the in-game value.

It is a long-term (one season) strategy that will only work if the player has an interest in the transfer, so test that first with a word to the press.
