International Management - Training & Staff Questions

So I accepted the England job on a save 

But basically I removed a few staff, added a load of the back room staff from my club because they're awesome.  Then due to the fact there were no obvious staffing limits I started asking myself how many I needed.  Then that question made me as why do I need them? I didn't see any options to look at training for the England set up.  

That and trying to employ staff for the various B - U21-19 squads was frustrating because I couldn't see an option to advertise roles or limit staff searches to people who'd be interested.  1 game week and numerous rejections later I resigned.

Does the training section appear suddenly when the players come together for a fixture?  If so it leaves little time to get the coaching staff and setup prepared.  What influence do the backroom staff actually have and what do they all do?  Are there options I've missed?  

Any advice would be really useful because I might go back and have another look as I haven't progressed since.
