FM 14 - Data Editor Files - Always shows two identical files?

Hello all,

I can't find an answer anywhere online.

 

Every time I edit data in FM 14 and then start a new game, when I go to choose the edited files in DATA EDITOR FILES in game there are always two identical files, usually this is not a problem  and I can select both. 

 

But if I want to add extra leagues, for example Luxembourg or Gibraltar then when I go to EDITOR DATA FILES I have identical files with a yellow triangle saying I can only select one file, but when you select just the one file then you can only choose the default nations.

 

I am using Steam if this makes any difference. In my folder is only one editor file, no duplicates, but in game there are always two identical files.

 

Any ideas? as I want to join the Luxembourg league.
